Many elementary schools host Cub Scout Packs, and your son's school is a good place to start when looking for a pack.  Keep in mind that many churches also host packs, so you may find a pack at your own place of worship or one close to your home.  Most church-sponsored packs welcome members who are not necessarily members of the religious institution.
